Fjellner: Continued fight for the Freedom of the INTERNET
The European Parliament is once again up for a fight against political and industrial interest suggesting a separate judicial system for the infringements of copyright on the internet by suggesting wording that could open up for filtering of the internet and lead to users being shut off from the internet, says Christofer Fjellner, (EPP-ED, SE).
Since winning support in the April plenary vote for my amendment saying that the French proposal of shutting down internet for those who infringe copyright is neither proportionate nor respecting fundamental human rights, new threats to freedom on the internet has emerged.
In the Telecoms Package that is going to be voted next week – wording has been suggested that will open up for future filtering of the internet and possibly graduate response. Therefore I am currently colleting signatures from my fellow colleagues to amend the Harbour and Trautmann reports with the following:

INTERNET FILTERING
Member States shall ensure that no technology may be mandated by competent authorities which would facilitate surveillance of Internet users, such as technologies that monitor actions of the user and/or interfere with operation of the user’s network activity for the benefit of a third party (so called filtering).

New article to be included under Chapter V, GENERAL AND FINAL PROVISIONS
ACCESS TO CONTENT, SERVICES AND APPLICATIONS
Member States shall ensure that any restrictions to users rights to access content, services and applications, if they are necessary, shall be implemented by appropriate measures, in accordance with the principles of proportionality, effectiveness and dissuasiveness. These measures shall not have the effect to hinder the development of the information society, in compliance with the Directive on Electronic commerce (2000/31/EC), and shall not conflict with citizens fundamental rights, including the right to privacy and the right to due process.
